Summary

The Restorative Justice Program focuses on the advancement of at-risk youth through community service, education, training and employment. The Facilitator is responsible for actively recruiting youth; establishing a plan for advancement; and providing support, guidance, advisement and documentation to ensure completion of contract goals. Services include Teen Court, Victim Offender Conferencing, Mentoring, First Offender Program, Employment Preparation and Placement. This is accomplished through the following activities: setting up and monitoring community service sites (individual and group), preparing the juveniles for job readiness, developing and monitoring employment sites, coordinating and monitoring restitution, providing adequate follow-up services for all juveniles referred to the program and recordkeeping. Additional duties include grant management, facilitation of educational classes and committee participation.


Essential Duties and Responsibilities

Direct Services:

1. Coordinate the operations of the restitution program by corresponding with the offenders, victims, and Jefferson County Human Services to ensure referrals to programs are submitted and acted upon timely.

2. Coordinate employability and job skills development activities to increase employment options.

3. Enhance community service and develop and monitor community service sites. The role includes managing juveniles' completion of hours, in group or individual settings as part of supervised sites, events, pro-social activities, and through customized independent community service options.

4. Coordinate meetings with the offenders and parents to review program criteria. Foster positive relationship while engaging youth and families to establish a service plan and promoting individual responsibility and program accountability.

5. Implement, coordinate, and enhance Victim Offender Conferencing, First Offender Program, Teen Court, and Truancy Court.

6. Develop and maintain an active and professional relationship with personnel directors and community service providers for the purpose of collaboration that maximizes the connectedness of the youth and his/her community.

7. Coordinate/provide presentations to community organizations to develop a positive rapport and increase community service sites.

8. Facilitate communication with Jefferson County Human Services case managers, intake workers and their supervisors weekly to ensure referrals are submitted for youth deemed appropriate.

9. Participate in Business Relations Team meetings, job fairs and other business organizations to advance youth initiatives and increase employment and community service activity.
10. Enhance and drive referral process with JCHS, municipalities, and school districts to increase youth engagement.

11. Develop and enhance restorative justice internship and direct service intern activities.

12. Partner with Agency Relations to develop and maintain the web page, brochures, press releases, newspaper articles, and other promotional materials as needed


Team Lead Responsibilities:
1. Collect and compile data regarding restorative justice programs and services.

2. Grant Management as assigned. Research options to increase funding for restorative justice initiatives.

3. Research new restorative justice strategies, programs, and best practices and implement as appropriate.

4. Develop and implement the Service Advancement process to set annual outcome measures.

5. Submit the Restorative Justice annual report that provides narrative and quantitative outcomes for restorative justice programs and services.

6. Organize and guide mentors and interns to advance their knowledge and provide successful service outcomes.

Service Requirements:
Due to community based position, personnel are required to hold a valid driver’s license and maintain a driving record in good standing with company policy, along with a mobile device of communication.
• Must be willing to travel to and from community service sites and work flexible hours, including some evenings and weekends.
• A mobile device is required to maintain communication while in the community. This must be available for work hours in accordance with the agency cell phone/mobile device policy.

Qualifications

Education and/or Experience

Bachelor's degree from four-year college or university in Sociology, Social Work, Child Development or related field; or one to two years related experience and/or training; or equivalent combination of education and experience.

Language Skills

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
